An 1855 Vermont Senate Report on slavery speaks to Vermont's early opposition to slavery enshrined in Vermont's 1777 Constitution, and its support for abolition.

Each of the eight tablets has four corner blocks inscribed with a sheath of grain found in the Great Seal of Vermont and representing the historic importance of agriculture to the state. Fourteen gilt stars represent Vermont being the fourteenth state in the federal union, its fourteen years as an independent republic (1777–1791), and the state's fourteen counties.
